Not sure systemrescuecd is the right way to create the custom image for
digitalocean

as far as I can tell...

it appears I'm going to need to have the centos 8 iso
as well as the vmware player app

i'm trying to understand how the cloud-init process gets implemented.. or
it appears the resulting image that gets uploaded/installed for DO, to be
used as the basis of a droplet, would be missing the network stuff..

Yes, although it will run fine off a USB stick, but during the boot process
there's an option to run completely from memory.

the GRML process includes an iso, does SRCD have one?

I only use two live systems, Fedora (all main installers are "live" media

I use Fedora when I know I want a graphical system or when it NEEDs to be a
Fedora/RPM based system, and SRCD for command line work, such as this.
