When I had this problem, the cause was that I hadn't fully installed monobjc 
into MonoDevelop, and that my project wasn't marked in such a way that 
MonoDevelop would know to apply the monobjc-addin to it. 

Another symptom of this problem is that a successful build doesn't produce a 
proper Mac application bundle ( foo.app/Contents/etc..)
