I've never understood the relationship between the Maven Central releases
and the official releases. Are they part of the dev team's activities, or
does a third party do this?

SSHD 1.5.0 has not been published in Maven Central yet:

"Upgrade EdDSA artifact version to 1.1", but actually it has been upgraded

The behavior of Jenkins core is known to be not ideal, but we cannot easily
change it due to the compatibility requirements. Though better isolation is
on the table for the next major release.
