Can you set a host in maintenace (from the UI) ?If there were running VMs, you 
might have to shut them down via virsh, reboot and mark the host as 'Host has 
been rebooted'.Then from the UI you can enroll the certificates again.

The connection between the Engine and the hosts has been broken. On the 
Engine side, all hosts are in the "NonResponsive" state, and on the hosts 
"ERROR ssl handshake".

I had a similar situation and ended up manually replacing the host's
certificates (See ML link below), which more or less got everything working
again (virt-viewer didn't work).
Alternatively, if you have a recent backup, you can simply redeploy the HE.

We try to use engine-setup --offline and get during execution:
[ERROR] It seems that you are running your engine inside of the hosted-engine 
VM and are not in "Global Maintenance" mode. In that case you should put the 
system into the "Global Maintenance" mode before running engine-setup, or the 
hosted-engine HA agent might kill the machine, which might corrupt your data.
[ERROR] Failed to execute stage 'Setup validation': Hosted Engine setup 
detected, but Global Maintenance is not set.
...
[ERROR] Execution of setup failed

We try "hosted-engine --set-maintenance --mode=global" and still after that we 
get a message that the system is not put into maintenance mode

Your certificates have expired. I had the same issue on multiple setups
(single machine, gluster cluster, etc).
You'll need to renew the certificates on the hosted engine  (From the
hosted engine using engine-setup --offline).
Once the hosted engine certificates gets renewed, depending on how
lucky you are, you may be able to enrol new certificates (via installation
-> enrol certificates) and you may be less lucky (like I was on two
different setups) and you'll need to renew and copy the certificates by
hand (1).
