It is a regular systemd unit, so
# systemctl status ovirt-vmconsole-proxy-sshd
and
# systemctl start ovirt-vmconsole-proxy-sshd
If you want it at every boot (most likely yes)
# systemctl enable ovirt-vmconsole-proxy-sshd
