We've had the same experience as you with vm pools and have moved away from vm
pools to non-pool vms and manual assignment for Windows vms. We have an open
ticket with RH support for enabling stateful vm pool. This is the bugzilla

I normally use desktop pools for virtual machines, which are the same, and
single desktops for individual vms.
So mostly office vms are from a pool and admin vms aren't.
For patching you can either use some tools like Microsoft WSUS or for Linux vms
