This is pretty bad as no file will show in the Files section of the Admin. The
unit tests for SOLR-15678 only tested the http endpoint, but the Admin UI
should also have been tested.
A workaround for SolrCloud deployments is to use
Cloud->Tree->Configs->COLLECTION_NAME->FILE
