Another try on a third Windows Server 2008 R2 that never contained Java or
I am logged in as local administrator.
Installed Java 11 and Tomcat 9.
And again same error :(

Here are the answers to your questions:
- Tomcat Windows Service has problems during automatic startup AND manual
startup from the Service panel.
- Older Java Versions: Using C:\Program
Files\Java\jre1.8.0_181\bin\server\jvm.dll Tomcat services starts.
startup.bat it works!

I downloaded and installed Java 11 from here:
Then I downloaded and installed Tomcat 9 Windows service executable.
During installation I was asked for the path to JRE.
Java 11 does not contain a JRE
Dies this mean that I'm doing anything correctly but it just doesn't work
on this machine maybe?
