Not quite sure what you mean by "root", but the answer is yes. Place a file named <app_name>.xml in conf/Catalina/<host_name> (where <host_name> is usually localhost). This file should contain a <Context> tag with a docBase attribute specifying the location of the .war file. Do not put a context.xml file in META-INF of the .war.
