This is pure speculation, but I would put your generic stuff first and
then add more-specific rules afterward.

This should be easy to test empirically.

The order in mod_jk.conf doesn't matter.  mod_jk will choose the most 
specific match reguardless of the order in the file.
So the short answer is:  yes the above should work.
