When I do cut and paste it seems to make a mess of
the local url. I can fix it by going into the Source
instead of WYSYWYG but that is probably not something
you want to suggest to your technical or proposal writer
or PA...

you should try using the Office Import feature and/or the past from Office
button available through the WYSIWYG editor instead of copy/pasting straight
in the content area.
Both feature require the Office Importer module to be up and running.
