Tomcat does not follow links in applications by default, you have to explicitly tell it to. The Debian package integrate XWiki with Tomcat by putting an xwiki.xml file in /etc/tomcat/Catalina/localhost/ which contain the following: (1) for Tomcat 8 and (2) for Tomcat 7. (1)
