If you want to alter the top menu as you said you need to change
menuview.vm.
Instead of altering it you could display it just for some types of users
(like admin or etc). Read

Can anybody shed any lights on this topic? from the default standard
deployment of the xwiki, it has the menus like Add, Wiki, Space, Page, I
