I think you mean users with POP3 accounts should be able to relay after
authenticating, but cannot.
I have used Vpopmail 5.3.x with qmail-pop3d and qmail 1.03.
I have done the configuration as per The qmail
OS FreeBSD 4.7
Vpopmail 5.3.X
Qmail 1.03
Qmail pop3d
