Check your processes and see if LDAP is running.

users/assign file, it did not know who the domain.com user was. The missing
step in the install was the fact htat qmail_newu was not run, as the debian
package installs it in the location /usr/sbin/qmail_newu. Simply running
that command solved both of the above problems.

eated as expected. I'm using vpopmail 4.9.9 (tried 4.9.8 as
well) with Courier-IMAP 1.3.6, on Debian GNU/Linux 2.2. Any thoughts?
