I'm trying to use vqadmin, but i always get access denied when tried to

I even got Apache running under vpopmail/vchkpw (bad idea, of course),
but no good.
What is exactly the right way to get vqadmin running and at the same
time using regular Apache's user and group ?
vqadmin must be setuid root, and the 'nosuid' flag on the filesystem must not
be there (you can check this with 'mount'). The apache user is irrelevant.
