Check that the shell you have for the vpopmail user is valid and
working. If it is not, that would be your problem.

If a shell is properly set (grep -i vpopmail /etc/passwd) then check
that the shell really exists:

ls -al /path/to/shell

If need be, fix it up, and go on with life.
