I was finally able to solve this problem using procmail. I'm sure the
same could be done with maildrop.

While this method required a bit more work than just being able to have
vpopmail and queue_extra work together, it also provided a lot more
features and capability to the logging options and made everyone happy
all the way around. ("log" on this domain could not be a regular
mailbox, but instead had to be delivered to another user's mailbox w/o
touching the queue again or running into permissions problems. Now they
can also define which messages they want a copy of and which should just
be dumped in /dev/null.)
