You are correct. It looks like I must have set initialmaxtime directly in the
database to get it up to 45 days. I'll create a JIRA issue to make that

Currently it's a manual addition through mysql command line or
phpmyadmin. Eventually we plan to be able to add and assign it through
the vcl interface.
