I'm going to start on VCL-33 (add user group management to XML RPC API).
Below are the functions I plan to add. Let me know if you have any
suggestions for additional function or differences in these functions.

I've verified and tried everything you have mentioned. I also followed the
steps in esx.README to make sure I configured everything ok, but I still
get a failure. Good news is that the reservation doesn't stay stuck in
Pending and actually returns as Failed. I also do not see it
complaining

That would be /etc/hosts :)
