One question -- what is the license for the .css files under
web/themes/default/css/dojo/? I'm assuming they are AFL? Not clear from the
information in the LICENSE file.

Correct, they are AFL licensed. They are dojo css files that are slightly
tweaked for VCL. They only change is that the name of the overall class for
the files matches the VCL theme instead of the dojo theme.
