I can't find it either.  He attempted to attach it to a vcl-dev list
post but it didn't go through.  I asked him to create an issue back in
September but I cannot locate it.  I just sent a follow up message

The patches were submitted by Aaron Coburn.  I agree that we need to
inform people about the correct way to submit patches.  Multiple
people have copied/pasted their patches into Jira issue descriptions.
This is undesirable for a few different reasons.

 I couldn't find Kobayashi's patch or commits.

 We seem to have issues with Jira notifications. I thought I had that working,

Thanks. I don't agree with the top issue before graduation. I do think there 
have been diversity questions raised. That's the issue. I don't understand this 
focus on license agreement. If we have contributors whose contributions merit 
their being offered to join the project as committers, then let's please 
discuss them and hold a vote. There is nothing holding this up…

Can you point me to the code contributions that are mentioned?

I can't locate the svn commits. When committing a patch from a contributor, the 
commit messages should indicate who a patch is coming from… Something like 
Commit patch from XXX. Adding support for foo

Work with the individuals who have already contributed code to Apache
VCL and have expressed interest in becoming a committer.  Assist them
with the process of submitting the license agreement.  Complete the
process by conducting a vote on the vcl-private list.

Also per Alan's comment, I removed the bullet referring to the
addition of a new committer which occurred earlier this year.

 Right. So that we're clear -- submission of an ICLA/CLA is orthogonal to 
 discussing the merits of an individual's contributions to the VCL project.

 We should be able to discuss their contributions, hold a committer vote (if 
 we deem the contributions merit it), and ask someone to join the project -- 
 even if they have not submitted an ICLA. An ICLA is required before an Apache 
 svn login will be created. But that shouldn't hold up discussion of merits…

 The only time this process might be slowed down is if we know someone may not 
 be willing/able to sign an ICLA. If that's the case, I'd like to see that 
 discussed, also… ;-)
