I've noticed that anyone can make a Block Allocation request. Can this be
limited so that only those within a particular group (faculty) can make the
request?

Mike is correct. If there is enough interest, I can add a permission that
would control who would be able to submit requests based on user groups.
At NCSU, we've only had a few requests that were not legitimate.
