I've been developing on Fedora 16 but as Aaron mentioned, it uses libvirt so the actual KVM interactions are abstracted and the OS shouldn't matter too much. The RHEV Manager uses libvirt under the hood to control VMs on RHEV Hypervisors -- which are running KVM. I haven't worked first-hand with
