When I run testsetup.php, I just receive following errors:
Error: fopen(http://localhost/vcl/testsetup.php?includesecretstest=1):
failed to open stream: Permission denied
PHP version: 5.3.8
Including .ht-inc/secrets.php ...
- unable to include .ht-inc/secrets.php - this is probably due
