Since dumping Nvidia I haven't kept up with what their current cards
capabilities are so I can't advise on an Nvidia card that does
HEVC/h265. My NUC handles it great though! ;)

I originally used mplayer, then mplayer2, and lastly mpv player. The
vdr-mplayer plugin + mpv player has worked great. All you have to do
to switch from mpv is just change your mplayer.sh (or whatever you
call your player script) from using the mplayer bin to mpv bin.

If all you need is a video card, that's a decent option. If you're
looking for a whole new system, you'll easily spend more than the cost
of a NUC.

What bug(s) are you referring to? Intel/VAAPI has been very smooth &
stable here. Not a single problem and no bugs that I've experienced.
From what I can tell the people talking about buggy drivers don't
actually use Intel HD, they just seem to be repeating what someone
else said, or maybe they have a problem outside of VDR/Kodi/HTPC/media
playback.

I do not know a best one but
I faced same situation when my old good nvidia ion platform cannot 
handle hd channels properly. I tested different plugings with intel HD 
graphics (integrated in dell laptop via vaapi) but did not get any of 
those working as old systems. Facing problems with instability, splitted 
pictures, out of syck, and "jumping" fast forward modes (I look a lot of 
movies/series in 2-4 times speed up as in here we have subtitles).
Shortly to say i did not manage to archive proper system with any of vdr 
plugins.
Now im trying using VNSI & kodi in android tv and it still look 
promising. Just testing it currently inside on older laptop. Other great 
thing there is that i can move my server (including dvb sick) away from 
living room to garage and use only small and better looking device in 
living room.

Also one thing to look out for is that the 1030 actually comes in GDDR5
and DDR4 variants. They are priced very similarly, but performance of
DDR4 is absolute garbage compared to GDDR5!

I doubt this will have an effect when it comes to video decoding
capability, but paying about the same for half the performance doesn't
seem like a good idea to me.

you can have a look at the nvidia gt 1030 cards. there are lowprofile and 
fanless versions,
but pay attention to card size.
and you may need to install correct drivers manually.

afaik, the gt 1030 is capable of playing 4k hdr h265 encoded videos, what is 
presumably what you need.
