Noad needs some time to find the most probable start/end point of commercials, so its generally not able to do it live. Noad isn't a plugin, its an external program, so you just found nothing on that search :) You can call noad with vdr parameter -r after a recording has finished, or run noad online, but see README for further informations on that.
