In a Nutshell the Enterprise Client provides Flashbackup. Flashbackup allows
for the individual restore of files as well has the whole volume. As to
whether you will use those features thats another story.

Netbackup may communicate only with the VC, but the backups will belong to
the clients (the images will go to the actual client directory and not to VC
directory). In this way you mast have an enterprise license.
