I had the same issues. When you created the policy, did you use the policy creation wizard. If so I believe that is why the error 49 occurred. Try upgrading to 6.5.3 via liveupdate and creating a new policy without the wizard this time and setup the policy manually. This worked for me!!

Can you explain how you are setting up a single exclusion list? I was not aware that you can set up 1 exclusion list that applies to all clients. I thought each client has their own exclusion list. And if you set one up on the media server it is only for the backup of the media server.
