Yes, Veritas NetBackup has an agent for the NDMP protocol. Have a look at
Symantec's Agents Options list.
Running NDMP backups presumes your storage is a Network Attached Storage (NAS)
filer that supports NDMP. Is your storage a NAS filer?

1. You might want to check the bmrsavecfg (OID 121) log on the failing
client to see if there are any issues listed there and the BMR Master
Server Log (OID 119) as well.

In EV 8.0 you should use powershell to do backups.
Meaning powershell command puts EV in backup mode.
Using scripts make sure EV never is unavailable for users.
Here is an example of scripts I use in my test lab:
