I believe I have found the problem. The bpgetconfig and bpsetconfig do indeed

Are you referring to NDMP backups?
Variables set, such as set HIST=no or set SNAPSURE=y are configured in the
backup policy file list and just passed along to the NDMP device. It's up to
the NDMP device to understand them and use them.
You need to refer to the documentation for the NDMP

possible to restore the VM from a cumulative backup using BLIB and Change

When restoring a VM from a vStorage API incremental backup, NetBackup
automatically recombines all incrementals and the full. There is no need to
manually restore any incremental backups to recreate the VM.
