Here is a perl script I use on my master server for checking SLPs in the
morning.
It my have some win32ism's, my master is W2K8
I would be curious to see nbstlutil list -l output for one of your
images that shows as COMPLETE
I may need to rework this script.

Here is my scenario:
Daily Backups (cinc) should run Monday - Friday (18:00 - 06:00 per
day)
Weekly Backups (full) should run every weekend (Sat 06:00 - Monday
06:00) except for the last Weekend.
Monthly backups (full) should run only on the last weekend of the
month.

We use a similar set up, except we do the monthly on the first weekend
of the month. An example of one of our policies is...
Daily - Mon - Thursday
Weekly - Every Friday EXCEPT for the first Friday of the month
Monthly - First Friday of the month
I also have retries allowed after runday

Keeping
Just spent 12 hours trying to upgrade from 6.5.6 to 7.1. (working with
professional services). The upgrade appears to have gone smoothly. I can browse
images, emm looks clean, all the policies converted fine and are browseable in
the console, etc BUT we are having some strange issues with
Off Topic - a VM Master NBU Server?
I wasn't aware that Symantec supported a VM Master server, at least in 6.5.x
they don't. Perhaps that has changed in 7.x ?

limitations described in the General guidelines for support.

I'm talking about full VM recovery.
Let's imagine we have a VM with vmdk of 500Gb. We've made a full backup (500Gb)
plus several CBT incrementals (say 10-20 Gb). Next, we screwed the VM and want
to recover.
NBU in this case restores first backup (full VM) plus required number of CBT
Until Symantec can resolve the issue you might use the old SG driver. I had
to do this one time, many versions ago because it killed an E10k every time.
I have seen SG drivers not unload, it is usually because a MM process is
using it. If you stop NBU, it should unload. Good luck.
