I have reduced to 6 backups concurrently from 16 and things are much better.

In my Netbackup windows 2008 R2 environment ,today our backups have stopped
running.No active backup ,neither scheduled nor manual.
Early today ,catalog drive became full and we freed up some space and recycled
the NBu services but even after that backups are not starting.Nbpemreq is
[NBDB] is alive and well on server

Check that your database is up. It will shutdown if space gets low to protect
itself.
nbpemreq not stopped ,have to kill the process and then it gets stopped and
then again gets hangs.
