I opened a case with Symantec on this exact issue.
1. we bpduplicate data from tape1 (old) to tape2 (lto-4)
2. we expire the old tape, tape2 is promoted to the primary copy.
That is how it should work.

units having VTL with NDMP option turned on and physical library.
So far I created NDMP hosts with proper authorization.
