INF - Skipping backup id (backup_id), there is no fragment 1
INF - Found no images matching the selection criteria that were ready for
phase 2 import.
Is there any way to get data from fragment 2?

It is just a tar file.
You could find the tape file # and position with mt and cat the file out.
I have not tried to recover an incomplete tar file, but I am sure there
are tools out there.

barcode rule to put new tapes into scratch?

In the past i've had new tapes come in and get assigned to Netbackup
pool which was reserved for catalogue backups. I'm not sure if this
froze them or not

You may not be able to use tar to recover data from the tape. It
depends on how the tapes were written. If they were multiplexed with
multiple streams of data going to them tar generally cannot read this.

I am using IBM LTO4 drives. The IBM model is 3388.
The tape carts are either IBM or Sony, both types have the same issues.
The drives are around 9 months old.
The tape carts are vary in age, none older than 9 months.
There is nothing in the log that says

The unix utility dd can get a lot of stuff off of tapes. You just
have to learn how to forward to each header and then tar stuff off.

Sometime back i upgraded one of my master servers but forgot to copy its
licence key.
Is there any way i can check what was the licence key:
I have NBCC output.
That upgraded server is also de-commissioned now.

Upgrading is non destructive (unless previous version was uninstalled
first) so the license key should still be in the master server config.
If it is UNIX based it would be located at:
/usr/openv/netbackup/bin/admincmd # ./get_license_key
