I did several small (10 - 40 server) migrations from Networker to Netbackup. We simply installed the Netbackup client on top of the (Unix/Linux) Networker client and started full backups one weekend. We kept the Networker hardware online for a year before decommissioning. All of the Netbackup hardware was brand new so there was no need to move the library. No issues that I can remember.
