Recently someone mentioned a funding service that bundles donations
for a project until you reach a minimum, at which point the project
proceeds and the funds become available?
I can't recall what it was called.

As markus said, fundable.org allows you to set a goal. People pledge
money, but you don't get the money till you reach your goal.
Its a smart system, but check their fees. I seem to remember they
charged 6-8%.
