The behaviour in Windows is usually that when an email or website etc
is loaded that uses a not-installed language, a popup will appear and
ask you if you want to install the relevent language pack. I believe
there may well be an option to dismiss the popup and have it never ask
you again though, which could explain what you are seeing if that has
been done on that PC in the past. This doesnt rule out there being a
different problem with your page though, I will have a look but its
not something I know about really.
