which seems to be the difference as to if those terms apply to video
or not.
Do you have to make content public to post it to your off site blog
and link to it in an RSS feed?

No, I think they only differentiate between public and private in the
clause because for public stuff they need some sort of license from
you to publish/distribute the work. That entire section, both the
audio/pictures/video clause and the other stricter perpetual clause,
only apply to public
