QT pro.
Put a 30 second bit of music or whatever in QT and paste your :35 piece into it using "edit -->> add scaled", et voila.

In Final Cut Pro there are two options.
1. Duration
2. Speed
1.The time duration of the clip can be set to specific timecode
numbers...(this one i'm not to positive on actual specifics)
2. The speed of the clip whether it be audio/video together or separate can
be slowed down or speed up forwar
you may need to move up to Final Cut (it will let you specify lengths
in seconds/frames) unless anyone has any ideas of shareware stuff that
will do the same.
