The best strategy I found, when using premier elements was:

1) for .mov, export the uncompressed file (export movie), then open this file in quicktime pro (costs $30), then export using compressions on freevlog
freevlog.org

2) for .wmv use the adobe compressor thingy (can't remember the name) and just use the settings for high quality dsl
