2 things strike me right away
1) mime for m4v should be video/x-m4v
2) length should be number of bytes in the file not the duration

I did check it for him in feedvalidator - it does check out ok
- but still doesn't show up in itunes
could it be that opening line - ?xml version=1.0 encoding=UTF-8?

While it's not perfect (yet) it does load in iTunes, here's my
personal queue feed from Mefeedia:

Basically your feed has no media.
