Regioncode 0 + NTSC is an informal standard for DVD publishing 
worldwide. Players sold in countries using PAL always play back NTSC, 
too. They do not output a true (625/25) PAL signal but rather a hybrid 
of PAL and NTSC known as "PAL 60" (or "pseudo PAL") with "60" standing 
for 60 Hz, instead of 50 Hz. So playback of NTSC discs on PAL standard 
TVs is no problem.

In Europe DVDs published for distribution worldwide are mastered in 
NTSC, for example many with classical music content as concerts and operas.
