Taking over the maintenance of nsis.vim

Hi, (Cc: Alex Jakushev, Nikolai Weibull) Currently, plugin files for NSIS script are not maintained. Both syntax/nsis.vim and ftplugin/nsis.vim are not updated for more than ten years. I consider taking over the maintenance of them, and I created a repository for them: https://github.com/k-takata
