Bram, The runtime/doc makefile doesn't express the required tags.ref pre-requisite for building the html files using makehtml.awk. When doing a parallel make, this can result in some of the html files not containing all the links that they should since tags.ref may not be generated yet. Attached patch adds the pre-requisite.
