This is a broken record of a response but
Hi Mike,
That sounds like it might be a bad power supply and/or analog board. A possible
pseudo-quick fix would be to get a replacement off eBay, like this one:
I'm agreeing with Dylan on this, Michael.
I have an SE/30 that was working and then stopped. I have taken the bold step
of recapping everything and it still refuses to start up.
Admittedly, I have not been able to devote as much time as I would have liked
due to other pressing family matters.
James, welcome to The CAPacabana Club. Good man! Keith.

Jeff, I am going to use this method from now on. Soldering one pad will get it

Thanks,
Keith

Hi Dylan, I need to go over my SE/30 again. I bought a replacement PSU and the
same symptoms showed up. Despite checking, double-checking and rechecking the
analog board and digital board, I cannot find any further faults. As I wrote,
family issues took priority and it will be late summer

Nobody has mentioned fixing capacitors with a dishwasher. It's anything but
permanent but if it works it pretty much proves the caps have leaked acid. Hot

The power cable from the analog board with the power supply on it has known
