Hello, Yes, I have IOS 13 and above and the screen recorder recorder captures the screen , Voice Over voice as well as speaker voice .. I recommend to attach a headset as, when the recording begins Voice Over speaks in ear phone mode and hence it becomes difficult to hear Voice Over
