Announce Incoming Phone Numbers

Hi All, Running iOS 10.33 on an SE iPhone. I have the, Always, as my default setting in, Settings / Phone / Calls , Announce Calls, but my incoming call numbers aren't being announced. My volume is at 100%, so I know it's not a volume setting. Where else can I check, or is there somewhere
