I'm in storage and back up in my iPhone and I have a total of 5.0 gigabites
free. I have available 4.6 gigabites My question is can I back up my iPhone to
iCloud wwith the available storage I have now in iCloud or do I need to buy
more? .

You don't need to buy more for an iPhone backup. If you run low on space, just
de-select some apps from backing up, so they won't take up room. Music is not
backed up at all, so you can get a backup of an iPhone way down in size.
