Yesterday, my iPhone 5s was working normally.
By that I mean incoming phone calls were announced by Voice Over and my rig
tone.
AP and weather alerts were announced, too, on the locked screen.
Today, I only hear random Voice Over announcements of “screen locked.”
In other words, after the
iCloud: no. However, you should go to settings accessibility Voiceover
speak notifications on lock screen. If that is off, VO will not speak
notifications, just as you are describing. I'm not sure why a sync would have
changed that, but it is the first setting that comes to mind.
